A message dated June 29, 2004, was received June 30 stating the                                     
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
      CS FOR HOUSE BILL NO. 428(JUD) am                                                             
      "An Act relating to civil liability for acts related to obtaining                             
      alcohol for persons under 21 years of age or for persons under 21
